Governor Blagojevich Formally Presents the Illinois Integrated Justice Information System Strategic Plan

Governor Rod Blagojevich formally introduced a strategic plan that calls for the integration of state, county, and local justice information systems throughout Illinois.

Integrating the flow of information throughout Illinois' criminal justice system will allow critical data needed by police officers, prosecutors, and judges to be shared electronically. Increased information sharing will improve decision-making, raise the quality of justice, enhance public safety and security, and, with the proper safeguards, ensure the privacy and confidentiality of the people of Illinois.

The task will now be to address the primary challenges to justice information integration outlined in the plan. These include the establishment of standards for data sharing and infrastructure development, adequate security requirements for interagency data transfers, privacy protections to prevent unauthorized disclosures of subject records, and strategies for rapid identification of subjects through biometric technologies.

Governor Blagojevich's Executive Order No. 16 (2003)

Governor Blagojevich's Executive Order creates the Illinois Integrated Justice Information System Implementation Board and authorizes that board to promote the integration of justice information systems in Illinois; coordinate the development, adoption and implementation of plans and strategies for sharing justice information; coordinate the development of systems that enhance integration; establish standards to facilitate the electronic sharing of justice information; and promulgate policies that protect individuals' privacy rights related to the sharing of justice information.


Illinois Criminal Justice Information Authority Resolution in Support of Justice Systems Integration in Illinois

On March 1st, 2002, the Illinois Criminal Justice Information Authority passed this Resolution in Support of Justice Systems Integration in Illinois.


Former Governor Ryan's Executive Order No. 12 (2001)

Executive Order 12 establishes the Illinois Integrated Justice Information System Governing Board, which is charged with mapping a strategy and beginning the process for justice information system integration in Illinois.

Privacy policy guidance for Illinois integrated justice information systems

This report concentrates on the traditional justice information sharing because this data underlies the day-to-day operation of the justice system. Specifically, this report: identifies and discusses several of the privacy issues confronting the enhanced collection, analysis, and sharing of justice information made possible by advancing computer technologies; sets forth the types of information sharing that are mandated by existing federal and state requirements; and contains the Privacy Policy Subcommittees recommendations concerning the proper treatment of justice information.

In today's public safety processes, many inadequacies exist in the collection, storage, and dissemination of information needed to make justice administration decisions, deploy resources, improve operational effectiveness and most importantly, protect citizens.
