In August 2006 the Technical Committee presented non-technical explanations of the risks, benefits, and costs of adopting the Global Justice XML Data Model (GJXDM) and the Electronic Fingerprint Submission Specifications to the Implementation Board. At that meeting, Board members requested additional details to inform its decisions regarding the adoption of these data exchange standards. This presentation was created in response to this request and will be delivered to the full board at its next meeting.
On October 23-24, 2006, Mr. Nagel delivered a presentation to the National Governors Association (NGA) Center for Best Practices during its Technical Assistance Grantee Meeting on Privacy in Madison, Wisconsin. This presentation reviewed Illinois's progress toward developing privacy policy recommendations for integrated justice information systems and outlined future efforts funded by the NGA.
On February 18, 2005, Mr. Mark Myrent prepared a PowerPoint presentation that outlined the tactical planning process that the Planning and Policy Committee was about to begin. That presentation provided a high level outline of tactical planning phases, differentiated between state and local roles, outlined the components of a business case, and reviewed project prioritization criteria. The presentation also included information about procurement justification required by the Illinois Department of Central Management Services.
On June 2, 2004, the IIJIS Privacy Policy Subcommittee discussed several implementation issues confronting the Illinois expungement and sealing statute. To begin that discussion, Mr. Nagel of the Illinois Criminal Justice Information Authority created this presentation on the readability of the statute.
During the February 11, 2004 meeting of the IIJIS Implementation Board, Mr. Mark Myrent and Dr. Robert Lombardo presented the proposed Illinois Justice Network portal to the board. That presentation discussed Illinois' integration needs identified by the Strategic Plan's Scenario for Information Sharing, reviewed the research conducted into other jurisdictions' integration solutions and explained that most jurisdictions have utilized a justice portal to facilitate the sharing of justice information. The presentation also included some of the business requirements contained in existing portals that would be incorporated into Illinois' proposed portal and ended with a recommendation approval from the board to go forward with the portal project by developing a tactical plan that would address the technological and policy matters confronting the portal.
On January 16, 2004, Mr. Mark Myrent presented a preliminary business plan for the proposed Illinois Justice Network. The business plan outlined the goals, expected benefits, business requirements, implementation phases, as well as the expected challenges to implementation of the Illinois Justice Network portal.
During the first meeting of the IIJIS Implementation Board's Technical Committee on October 10th, 2003, Dr. Robert Lombardo of the Illinois Criminal Justice Information Authority presented a draft proposal for the Illinois Justice Network. The proposal pulls together the functionality of the other integrated justice information systems in order to provide direction to Illinois' integration efforts.
On October 10th, 2003, Dr. Robert Lombardo of the Illinois Criminal Justice Information Authority provided the IIJIS Technical Committee with an overview of existing state and county integrated justice solutions in use throughout the nation. The presentation briefly discusses vertical and horizontal integration as well as central repository and distributed integration models.
The first meeting of the IIJIS Implementation Board was convened on August 14, 2003. During that meeting, Col. Ken Bouche of the Illinois State Police and Mr. Steve Prisoc of the Illinois Criminal Justice Information Authority provided the board members with a brief overview of the work taking place as part of Illinois' integration efforts.
On July 31, 2003, the IIJIS Standards Working Group convened its first meeting. During that meeting, Mr. Prisoc, Associate Director of the Authority and Mr. John Loverude from the Illinois State Police provided a brief overview of data exchange standards and reviewed the Global Advisory Committee's efforts regarding the establishment of standards at the national level.
Mr. Prisoc, at the May 29, 2002 meeting of the IIJIS Technical Committee, provided a brief overview of existing data exchange technologies. The presentation included information on technologies such as XML, Enterprise Application Integration (EAI), and Middleware.
On May 7, 2002, Ms. Sheryl Hauch, Supervisor of the IDOC Offender Tracking System provided the Technical Committee with an extensive overview of the capabilities and content of the OTS. The presentation specifically covers OTS user access, data collection, and data usage and distribution.
At the April 16, 2002 meeting of the IIJIS Technical Committee, Mr. Steve Miller, from the Illinois State Police gave a presentation on the Law Enforcement Agencies Data System 2000 providing Committee members with a better understanding of how LEADS exchanges information with other agencies.
On April 16, 2002, Mr. Jim Reed Bureau Chief of the Illinois State Police Bureau of Identification, and Ms. Karen Levy McCanna, Manager of the Illinois Criminal Justice Information Authority Criminal History Records Audit Center provided the IIJIS Technical Committee with a comprehensive presentation on Illinois' Criminal History Record Information System. The presentation included information on CHRI accuracy, completeness, and timeliness, the effects of increased use of AFIS Livescan, and access to CHRI information under the Uniform Conviction Information Act.
This presentation, created by Mr. Steve Prisoc, Director of the Illinois Criminal Justice Information Authority's Information Systems Unit, and Mr. Mark Myrent, Project Manager of the Illinois Integrated Justice Information System Project, served as an orientation to criminal justice information systems integration in Illinois and was presented to the IIJIS Technical Committee during its first meeting on February 6, 2002.
Mr. Dave Roberts, Deputy Executive Director of SEARCH Group gave an introductory presentation on integrated justice information systems to the IIJIS Governing Board during their first meeting on January 23, 2002. The presentation defines integration, discusses implementation activities, and provides an overview of other integration efforts taking place nation-wide.

This report concentrates on the traditional justice information sharing because this data underlies the day-to-day operation of the justice system. Specifically, this report: identifies and discusses several of the privacy issues confronting the enhanced collection, analysis, and sharing of justice information made possible by advancing computer technologies; sets forth the types of information sharing that are mandated by existing federal and state requirements; and contains the Privacy Policy Subcommittees recommendations concerning the proper treatment of justice information.
Information is the backbone of every aspect of the public safety process. Justice cannot be
fairly and properly administered without complete and accurate information.
In today's public safety processes, many inadequacies exist in the collection, storage, and dissemination of
information needed to make justice administration decisions, deploy resources, improve operational
effectiveness and most importantly, protect citizens.
